Investigate recording server timestamp in sync pings

Details
Our telemetry records the client clock for sync pings, but they are sometimes wildly inaccurate. It would be great if we could somehow arrange for a timestamp from a server to be recorded when possible as they are more likely to be correct.
This might allow us to perform better time-based analysis - eg, working out how a repair impacts the validator might be somewhat noisy relying just on the client clock.

Don't we rely on the client timestamp to be relatively sane during reconciliation? A bit concerning that it's wildly inaccurate then...

That said, since we always record telemetry after a sync, it should be possible to arrange for a server timestamp to be included in the ping.
