Details
Flash usage is very different based on locale. I think we should assume that rollout of this feature will be smoother and less prone to damage if we admit that fact and plan on having an allow list based on the browser's locale or the user's geolocation.
That way, we can bring benefits to a big number of users without having to damage a different group of users at the same time.
I don't know if the condition should be on CTA or the fallback mechanism, so I'm leaving the title open ended. But I believe it will be on CTA

Not needed at this moment, as having white/block lists is better than trying to control per locale/region.
