This was added for bug 567377, but should be unnecessary after changes for bug 1287823 land.
I suspect text/plain flavor with url value can be removed also. The only clear reasoning I see in bug 567377 for this is documentation at https://developer.mozilla.org/en-US/docs/Web/Guide/HTML/Recommended_Drag_Types#file which seems out of date.
Perhaps it is possible that some old applications (maybe some of those listed in https://bugzilla.mozilla.org/show_bug.cgi?id=192728#c8) don't understand the uri-list provided by the widget code, but I would expect all Linux applications to understand the uri-list conventions these days.
