[Steps to reproduce]:

 1.Launch Firefox.
 2.Go to " http://www.thinkbroadband.com/download.html ".
 3.Download a very large file.
 4.Open the Download Panel and hover over the remaining time.



[Expected result]:

 The download speed is displayed and the information is being updated.

[Actual result]:
 
 The information displayed is frozen.

 This issue is not a recent regression, it reproduces back to Fx version 30.0.

This is determined by the way tooltips work in the operating system. While we could implement some refresh mechanism to update the information with some effort, I don't think it's worth doing it.

We have bug 812894 on file to reintroduce the download speed without the need to show the tooltip.
