And then add some that exercise `PushServiceAndroidGCM`. The xpcshell tests use a mock WebSocket, but I think the GCM backend is totally untested. #yolo

We aren't using PushService.jsm and friends in GV anymore, and GV's WebPushDelegate has its own tests.
