The MySQL config we've being using on Vagrant/Travis has always been out of sync with production, even when we were on SCL3. Let's sync it up with the RDS config, for consistency between environments: https://github.com/mozilla-platform-ops/devservices-aws/blob/master/treeherder/rds.tf This will also very slightly help with bug 1303767.
