131362 - Unknown error message when trying to refresh some pages with images

Overview Description:   When I click on reload, I am seeing this annoying error
message "An unknown error occured when attempting to load page" on many pages
that have jpg's.  Shift-reload is working fine and is always reloading from the
network.

Steps to Reproduce:
1.)  Go to url
2.)  click the reload button.

Actual Results:  get the error message

Expected Results:  the page should reload

Build Date & Platform Bug Found:  winNT 2002031503

Additional Builds and Platforms Tested On:  also occurs on same date linux, but
not on yesterdays mac.  So this might have just started.

the "fix" went in around noon on the 14th - one day before reporter's  build.
I too keep seeing that alert on many sites suddenly. http://www.cnn.com as a
sample. Current CVS, Linux. I don't think this is a dup - more like a regression.

this is getting fixed in bug 131399
