As part of https://github.com/mozilla/addons-server/issues/935, I've removing this variable and replacing it with EMAIL_QA_ALLOW_LIST. I'm replacing this in the addons-server repo. I looked through svcops-puppet repo and couldn't spot it being used. Since I noted that it pulls from the environment variable EMAIL_QA_WHITELIST, if there's any instances of that, it will need to be renamed.
This was done in https://github.com/mozilla/addons-server/pull/3908.
