Details
Bug 1301675 made tracks received from an RTCPeerConnection stoppable. At the time the spec was unclear on whether this at all affects the RTCPeerConnection. This issue is about implementing the parts needed as soon as the spec issue at [1] is resolved.

The PR is still open but from the text proposed only manipulations of the RTCRtpTransceiver will notify the RTCPeerConnection.
