131462 - Preferences window fails to open if Download window frontmost

MacOS X 10.1.3, Mozilla 0.9.9

If a download as been initiated, and the download manager is the frontmost
window, attempts to open the Preferences window from the Mozilla menu fail.

Selecting a Navigator window as the frontmost window eliminates this problem.
Attempt to open the Preferences window from the Mozilla menu are successful.

Confirming this using build 2002040208. Problem exactly as described by reporter:
- Browser window topmost (download window open in background) - prefs okay
- Mail window topmost (download window open in background) - prefs okay
- Download window topmost - prefs won't open - silent failure
- Download window iconised - prefs okay

This is exactly the same as I'm observing with the prefs window and help -
reported in another bug which I will mark as a dupe of this, unless someone with
the actual code infront of them (sorry - not practicable on a 56kb link!) disagrees.
