Talked to Bryan offline, decided that Top Sites don't need explicit explaining - we'll just have highlights onboarding UI for now. For this user story, we do need to ensure that there are default top sites displayed when there's no history yet. Currently we have 5 default sites displayed, which will likely spill into two rows of 4 and 1, adding a slider. This might need adjustment. Also, the displayed top sites need to have good favicons/preview. Our classic default top sites have great high def previews, but AS top sites are currently just generated favicons.
