1314778 - Make AccountManager related code pref-able

Orfox (Tor for Android) rips out all the AccountManager related code. It would be great to move this code behind a pref that they can disable on their builds.

I expect this to not be particularly difficult.  The hard part will be keeping the disabled version building over time.
