Users often overshare data they didn't expect to be embedded within a file and then are then often suprised to find others could discover their location from a profile picture. It's often up to the site to strip this data, providing an ability to strip by default would prevent this.
When I upload a file to Firefox I would like the browser to allow me to opt into sharing meta data of the file.
As a default I would prefer the browser to remove all metadata such as location, fstop, device name etc.
When the user picks the file, the upload field could have a doorhanger to share data, see the attached mockup. The mockup picks 3 categories of data: location, image processing, device type then shows an example value (which would likely mean more to the user than the meta data names).
Also showing a preview of the file would reduce the possibility of uploading wrong files.
For off page uploading a default muted notification could come from the site identity (I'm making the assumption most users don't want to share and would prefer the aditional action if choosing to share).
