[Note]:
- I only managed to reproduce this issue on Mac OS X stations 

[Affected versions]:
- latest Aurora 51.0a2 (2016-11-08) 

[Affected platforms]:
- Mac OS X 10.11.6

[Steps to reproduce]:
1. Launch Firefox on 2 separate stations (one of them has to be a Mac OS X station)
2. Go to https://apprtc.appspot.com/ on both stations and initiate a call (enter a room)
3. Pay attention to the video playback

[Expected result]:
- The call is properly initiated and taking place on both sides, no video or audio issues are encountered

[Actual result]:
- No video is displayed for the Mac OS X participant (only the self view)

[Regression range]:
- It seems that this issue is only affecting the 51 branch, but due to its intermittent nature, it is hard to determine a regression range for it

This is a dup of the VP9 bug Randell has already fixed -- it's in the process of being uplifted to Fx51.  Randell -- can you find the bug number for me and dup this to it?  Thanks.

apprtc uses vp9 if it's available; there was a bug with vp9 and load-induced rescaling.  We turned on vp9 in 51.
