Bug 1257777 moved video decoding in Fennec into a separate Android process.  I think that work belongs in GeckoView.  This ticket tracks making it so.

jolin, snorp: can you comment on whether this ticket is needed?  Is OOP video decoding something GeckoView needs?  Should have?

We do want OOP decoding to work in GV. It's the future, and it's probably busted right now because it's flipped on for Nightly I think.

James, I'm not sure what GeckoView means here. Is it the Java class org.mozilla.gecko.GeckoView (seems unlikely to me), or the module mobile/android/geckoview? And, what does it mean that OOP decoding works in it?

Basically, making OOP decoding work with just the web rendering bits, and not the full weight of Fennec.
