We don't fixPerms the css directory, so its possible that the css files will
have the wrong perms on them.
Patch coming, needed for 2.16.
BTW, why are RelationSet.pm and globals.pl special cased? CGI.pl isn't, and no
other .pm is. IS this for processmail, or something?

Oh, and those two files are only 'special' if there is a webserver group
