Steps to reproduce:
I think it began when I disabled the "fullscreen option" in Fennec. Then I got these issues appearing.
However even when resetting this option (to "enable") the issues did not go away.
For testing I did toggle this several times and did not experienced any good result. I also disabled all addons for testing.
It may also be related to the sync option/sync password requests, where at the start of Firefox my master password is requested, but I hit "Cancel" as I usually do not need that Sync.
Device: Cyanogenmod 13 (stable, based on Android 6)
Actual results:
In some pages I cannot scroll anymore (happens randomly). E.g.

* http://www.golem.de/
* or even about:addons
Personally I however think it is not related to any websites.
However I *can*:
* Zoom in and scroll in the current page (but when I zoom out - back to 100% - and try to scroll, scrolling does not work anymore.)
* Scrolling on other sites usually works
* turn my device --> the sites correctly turns
The following things do not make the error go away:
* Reloading the current page
* Tapping into the address bar and hitting enter (basically the same as reloading)
Expected results:
Let me scroll.
Has STR: --- → yes
OS: Unspecified → Android
Hardware: Unspecified → ARM

Upps, so finally I think I found a reliable way for STR:
* Set up master password & sync (including passwords)
* Close Fennec
* Open Fennec and restore your session.
* The password request dialog appears. (in my tests it did not matter whether you enter the password or just press Cancel)
* Now the site loads, which takes ridiculous even though it is an internal site as `about:addon`. Firefox takes up to 50% of my CPU in this case.
* When loaded the current site is affected by the issue. Other sites are *not* affected and you can reopen the current site (close tab and reopen it) and scrolling works again.

Summary: Scroll issues after declining Sync master password request → No scrolling possible after Sync master password request
I don't know where to put this issue to: Sync, login fields or (as currently) scrolling. Please just change the category to the one you think is the correct one.

I've testes this issue on the devices and builds listed above and I could not reproduce your issue, could you also please try with the latest nightly build to see if this still happens?

I think it is related to my current profile and addons, so I don't think I could reproduce it with a Nightly as this would just use another profile.
I am also not 100% sure it is related to the Sync/password request. I mean it is just the first thing I see when FF opens, so I cannot say whether it would happen without this request anyway.

Can you please try disabling addons one at a time to see which addon is responsible? Thanks.

So I have to take back the statement with add-ons. Actually it might not be related to my add-ons but just to my profile (I also have problems syncing my passwords). Could you maybe try a clear data and see if the issue still persist?
You can do this by going into your phone settings > general > apps select Firefox and then clear data.
Notes:
- you will lose all of you current data stored on your browser. Having a Firefox account in order to sync is highly recommended

I'm going to move this over the the FF accounts component since it seems like the root cause here is more profile/password-sync related.
