I think this is a wontfix. I was aware of this before checking in but the Tasks
menu is getting rearranged. It's going to be called Tools, and Download Manager
will be a top level item, while Javascript Debugger will be in a Utilities
submenu (name might change). There's a spec somewhere on mozilla.org.
