This is an assigned P1 bug without activity in two weeks. 

If you intend to continue working on this bug for the current release/iteration/sprint, remove the 'stale-bug' keyword.

Otherwise we'll reset the priority of the bug back to '--' on Monday, August 28th.

This just caused a bunch of confusion in bug https://phabricator.services.mozilla.com/D11362 because the spec was talking about queueing a microtask while we had to use stable state for a variety of reasons.  In theory they should match, but in practice they currently do not...

I tried this on try, and of course fixing it causes some wpts to _fail_ (in addition to causing some others to pass).

So I checked other browsers, and no one seems to be doing this.  Filed https://github.com/whatwg/html/issues/4188 for now.
