Steps to reproduce:

* Misclick on an ad in another application
* Get a notification that the tab got opened, instead of an instant context-switch (this is absolutely terrific and I love it)
* Try and dismiss the tabs before loading it


Actual results:

The use has no way to dismiss a tab


Expected results:

The notification for the opened tab should have a "nope, don't open it please" button.
I think that dismissing the notification should still open the tab, but having a way to dismiss advertising tabs would be really really nice

@antlam: As we are looking at tab queue features again: Maybe that's something to consider?

I'm not sure about this. It might get in they way of the primary function of Tab queue. But we can think about it some more (definitely lower priority than other v2 bugs/feature requests though)
