I had added this API for APZ support when we were still playing around on the Github Gecko-WebRenderer branch and never upstreamed it. We don't need it right now since the APZ code is all ripped out, so we should drop these local changes as well. It will make updating our in-tree WR copy easier because it reduces the diff footprint.
