1. Launch Nightly 53.0a1 with a new profile
2. Set "dom.forms.datetime" pref to True in about:config
3. Open attached html file
4. Click into input box on the minutes and press the down/up arrow
[Expected result]:
Minutes value should increase/decrease by 10 minutes.
[Actual result]:
Minutes value increase/decrease only by 1 minute.
