I have created a folder of links on my Personal Toolbar.

When I click on the folder icon in the Personal Toolbar, a popup list appears
showing all the links the folder contains.

However, I cannot simply dismiss the popup menu without choosing one of the
items. It does not allow me to click outside the popup menu to make it
disappear. Doing so has no effect and you're left with either leaving the popup
list on the screen, or clicking on one of the items in the popup list even if
you don't want to.

Note: this DOES work properly for the "Bookmarks" folder which is already there.
You can dismiss the popup list with a click outside the popup list. It only
happens with folders added by the user to the Personal Toolbar.

Steps to Reproduce:
1. Click on a folder the user has added to the Personal Toolbar

Actual Results:  Popup list appears, but cannot be dismissed without choosing a
menu item.

Expected Results:  Allow me to click outside the popup list to make the list
disappear.

Clicking and holding on a folder in the Personal Toolbar causes the popup list
to appear AND a contextual menu to appear on top of it.

(Containing: "Expand ~ Open in New Window ~ New Folder ~ Cut ~ Copy ~ Paste, etc.)
