[Steps to reproduce]:
1. Open https://vimeo.com/189440916
2. Click the "Play" button
3. Skip forward by clicking around the middle of the time bar


[Expected result]:
- Skipping video forward works properly

[Actual result]:
- The song starts from beginning but the time continues from the point where I clicked on the time bar

[Regression range]:
- not a recent regression, reproduced on FX 43
