I'm told that we can use the hooks service to schedule jobs on a schedule.
I believe we could schedule an action task with the task labels for the valgrind jobs.
dustin: would this make sense?

Not quite -- an action task is derived from a decision task, so you'd have to schedule a task which looks up the appropriate decision task, then uses that task's action.yml to create an action task.
Alternately, you could create a decision task that is somehow configured to only run the valgrind tests.
I'm not sure what the best choice is..

It would be great if we could mark certain tasks to run after N pushes or once after Xam UTC.

Armen, can we open a bug to specifically track short term work to get valgrind working periodically on mozilla-central only? I am under the impression this bug is the one thing tracking this after closing the github issue.
