1320877 - backout bug 1313595 from aurora

Bug 1313595 is causing stability issues in aurora and nightly.  I'm not sure what the plan is for nightly, but we should at least back this out of aurora.

Filing a new bug because the state of that bug is getting a bit messy.

So, please backout changeset a8be4ebc85cf from aurora (and maybe 3472d9d9dd47 from central until the crashes are better understood and addressed?).

AFAICT this hasn't helped :(  I still see crashes involving OnStopRequest and GetCacheTokenExpirationTime
in Aurora 20161129013042:
