I've tried to reproduce this issue on a Nexus 9 with Android 7.0 and I was not able to.
Could you please give us a bit more information?
1. What device are you using and what Android version does it have?
2. Share a screenshot displaying the issue.
3. See if the issue is also reproducible on Chrome on your device.

I'm using a Galaxy S5 running 7.1.1 (CM14).
Here's a random eBay listing:

This feels like a TE issue. Adam, can you verify and get in touch w/ Ebay if the problem is simply "send us the mobile version"?

I can reproduce the issue. Spoofing the Chrome user agent doesn't change anything and I don't see a viewport tag on the site.
In Firefox and Opera the text is small and more difficult to read. Chrome displays a bit larger, see attached screenshots.
I'm assuming this is more of a feature than a compatibility issue?

Yeah, it just looks like Chrome has a "mobile view" because of their browser chrome appearing like a mobile header.
