This bug happened when you turn on high contrast theme on Windows 8.
STR: - Go to the high contrast settings on Windows
- Choose one of the high contrast theme
- Turn on the toolbar of Firefox
- Move the mouse on the scrolling menu and something like what the screenshot looks like should appears.
