[Steps to Reproduce]:
1. Start Nightly
2. Go to any pages (e.g. about:home)
3. Re-size window to 1024x768
4. Open Responsive Design Mode (Ctrl+Shift+M)
5. Select any high resolution devices (e.g. 1080p Full HD Television)
[Actual Results]:
Not easily access some controls as outside of the screen.

- viewport-rotate-button
- viewport-dimension
[Expected Results]:
These controls are always visible top center of the screen.
