Details 
In order to provide more clarity on what tab syncing does (and match what is now on FxA) we should change "Tabs" to "Open tabs" in Sync Options.
Priority: -- → P2
Assignee: nobody → eoger
Status: NEW → ASSIGNED
For consistency I also changed the strings in the old prefs.

Looks great! Could you please get a bug on file to remove setup.xul and customize.xul completely from the tree? setup.xul will never be loaded, and IIUC, customize.xul will also never be hit as the FxA content server now does this - please cc stomlinson on that bug to verify the removal of customize.xul can actually be done.
