132423 - preview divider bar misplaced/inverted when opening MailNews

When opening MailNews, the horizontal preview divider bar is out of place.  When
using the right layout option (wide mail preview window), but not using the
preview window, that is, clicking the handle in the middle of it such that it
goes to the bottom, everything works fine - until you exit and return to MailNews.
It is evident that mailnews is attempting to remember that you like the preview
window closed, because it opens up with the option to open the preview window
(arrows on bar pointing up), but the preview panel is already open!  I'll call
this state "preview window open, click to open".  Clicking on the handle brings
it to a normal state of "preview window open, click handle to close", and
finally clicking it again brings it to a state of "preview window closed, click
handle to open", which it should have opened up in...

I will attach images for this.  I am having a hard time describing it, the image
tells the story...

The pink oval is mine, it outlines the handle of the mistplaced toolbar.  And
note the gap and abscence of bottom status bar at the bottom.  How can the bar
not be at the bottom, but still have the arrows pointing up on the handle?

Please ignore the awful colormap, and other compression of window parts - these
were done to save space/bandwidth on bugzilla.

I see it after a few clicks on the divider.  Seems to me as a regression. 
I see the problem as: Horizontal splitter is shown too close to collapsed state
and looks misplaced/inverted after collapsing and then expanding Message pane a
few times.
