On #sync I was helping a user with 13k bookmarks. Downloading these bookmarks on his second device took ~3 hours and 8 minutes, averaging ~ 1 per second. I've no information about his hardware other than "Intel Mac OS X 10.11" on Firefox 52, but I expect it wasn't particularly horrible.
I suspect there is some low-hanging fruit around if we profile things...

Lina spent a long time doing exactly this, there's no low fruit left.
