1325005 - Preference on media.decoder.recycle.enabled not only for Nightly build.

We enable the pref "media.decoder.recycle.enabled" in bug 1321756 only for nightly.

And we decided to uplift Bug 1299105 and Bug 1317239 for Amazon.

After QA's verification, I think we can enable this pref for all branch.

Verified the fix on latest builds of 53.0a1 Nightly (2017-01-03) & 52.0a2 Aurora (2017-01-03) on the following devices:
Huawei Honor (Android 5.1.1)
LG G4 (Android 6.0)
On both builds the preference is enabled and the bug is marked as verified.
