- Firefox 52.0a2 (2016-12-22), Firefox 53.0a1 (2016-12-22)

[Steps to reproduce]:
Prerequisites: Make sure that devtools.responsive.html.enabled pref is set to true.
1. Launch Firefox.
2. Enable RDM.
3. Open the list of devices and click on the 'Edit list...' button in order to open the modal.
4. Navigate to another webpage.
[Expected result]:
- The modal is dismissed and the page is correctly loaded.
[Actual result]:
- The page is correctly loaded, but the modal is not dismissed.
[Regression range]:
This is not a regression.

On early builds, the RDM is disabled if loading another webpage.

Thanks for the report! I think this behavior is okay as is. The modal is effectively a piece of the RDM / browser UI, so it makes sense for it to remain in place between navigations.
