Details

STR:

1. Installed an add-on
2. Go to add-on manager and disable it
3. Forget about the fact you have done (1) and (2) before
4. Happen to come across the same add-on and try to install it again

Actual:

5. Add-on install doorhanger shows up, allowing user to install the add-on.
6. Upon successful download the add-on is (re-)installed but not enabled so nothing happens

Expected:

* Something different than actual behavior, maybe re-enable the add-on at step (6) or some new UI at (5).
