Steps to reproduce:
 1. Launch Firefox with Pointer Events
 2. Open https://www.bing.com/maps/
 3. Tap the stylus randomly on the screen

Expected result:
 - The map will not be moved.

Actual result:
 - The map will be moved.
 - If disabling Pointer Events, the map will not be moved.

Environment:
 - Devices: INTUOS pro (Pen Tablet PTH-451)
 - OS: Windows 7 (64bit)
 - Firefox: 53.0a1 (2016-12-27)

I think this bug has the same cause as bug 1315189

Oops. should be bug 1345398.
Can't reproduce this with nightly 59.0a1 (2018-01-14)
