132639 - Re-integrating window as a tab in an existing window

There should be a possibility to make a single window or a tab in one window to
reappear as a tab in another window. The window or the tab should afterwards be
closed.

There should be a menu of currently open browser windows.

This would be useful for sites popping up _important_ windows.

Converting a window to a tab is half of bug 102132.  A menu of currently open
windows already exists as the Tasks Menu.
