When sorting the font list in EnumerateAllFonts, use locale bases nsCollation.

This implements using nsCollation for sorting. The patch also includes many
changes, mostly performance changes taking advantage of the nsCollation code
for comparing strings.

This patch includes more performance tuning, memory leak fixes, and a better
implementation of DBCS font handling.
