1. Open url   data:text/html,asdf<style>body{height:10000px}
2. Open devtools -> options, enable "Measure a portion of the page"
3. Click "Measure a portion of the page" button, hover mouse over the center of content area,
   hold left mouse button, move mouse horizontally to the right to place mouse over vertical scrollbar
   Then move mouse vertically to the top, until you hover mouse over the top scrollbutton in scrollbar

AR:  Text "asdf" on the page becomes selected
ER:  Shouldn't be selected
