If I drag bookmar/link/text to a tab, that tab sometimes becomes selected immediately (w/o delay)

STR_1:
1. Open new FF window. Open new tab, open new tab
2. Type "example.org " in urlbar. Select all text in urlbar
3. Quickly drag and drop selected text to the 1st tab
4. Quickly drag selected text to the 2nd tab and immediately move mouse down, below tabs toolbar

AR:
 Step 3 - Current tab (3rd) stays selected, and http://example.org/ loads in the 1st tab.
 Step 4 - 2nd tab immediately becomes selected, w/o any delay
ER:
 Step 4 - there should be a delay allowing user to drop links to background tabs w/o selecting them.


Note:
1) AR Step 3 is expected, because there's a delay before tab becomes selected if I drag a link over it
2) This bug is different from bug 442058, because that bug assumes that 350 milliseconds delay
   already exists and it's reliable, and only asks for a way to override the "350" hardcoded value
