STR_1:
1. Open customize mode
2. Enable menu bar, move history toolbarbutton to menu bar, disable menu bar
3. Press Tab key several times to focus the last item into Australis Menu
4. Press Tab key
5. Press Tab key
6. Press Tab key

AR:  No visible action in Step 4 and 5. The first element in tabs toolbar is focused after Step 6.
ER:  The first element in tabs toolbar should become focused after Step 4.
