STR_1:
1. Save file https://bugzilla.mozilla.org/skins/contrib/Mozilla/tabzilla.png as "tabzilla 1.png"
2. Save file https://bugzilla.mozilla.org/skins/contrib/Mozilla/tabzilla.png as "tabzilla 2.png"
3. Open file "tabzilla 1.png" in a new tab, navigate to file "tabzilla 2.png" in that tab
4. Press Alt+Left. Press Alt+Right

AR:  Step 3 - tab displays favicon.  Step 4 - no favicon
ER:  Step 4 - tab should display favicon


STR_2:
1. Open image  https://bugzilla.mozilla.org/skins/contrib/Mozilla/tabzilla.png in a new tab
2. Navigate to https://bugzilla.mozilla.org/skins/contrib/Mozilla/tabzilla.png? in that tab
3. Press Alt+Left. Press Alt+Right

AR:  Step 2 - tab displays favicon (actual image).  Step 3 - bugzilla favigon (bug)
ER:  Step 3 - tab should display the actual image (white tab with text "mozilla") as favicon

I was able to reproduce the issue using STR_1 on the latest Firefox release (51.0.1) and on the latest Nightly (54.0a1). I wasn't able to reproduce with STR_2.
