1. Open page   data:text/html,<input><style>input:focus{background:gray}
2. Focus input
3. Open any tool in devtools, then switch to console (Ctrl+Shift+K), then back to previous tool
4. Press F12 to close devtools
5. Open any tool in devtools (not console!), then press F12 to close devtools

AR:  After Step 4 input is focused. After Step 5 it isn't.
ER:  Devtools should consistently restore focus on the page when I close toolbox docked to the bottom
     i.e. either never restore, or always restore correctly
