Windows context menu appears unexpectedly or hover effect breaks until click, if I accidentally press Shift+F10

STR_1:  (original)
1. Open new tab, open netmonitor
2. Click close button in toolbar (or focus it)
3. Press Shift+F10, then Up key

AR:  Windows context menu for Firefox window appears. Totally unexpected
ER:  Windows context menu should not appear. (See STR_4 for more detailed expectations)


STR_2:  (same result and expectations)
1. Open findbar
2. Click "Highlight All"
3. Press Shift+F10, then Up key



STR_3:
1. Press Shift+F10 to open context menu
2. Press Shift+F10 to close context menu
3. Press Down key to scroll the page down (naively)

AR:  Windows context menu for Firefox window appears. Totally unexpected
ER:  Either X or Y
 X) Step 3 - Windows context menu should not appear. The page should be scrolled down
 Y) Step 2 - menu bar should open, as if I pressed F10 (like in Windows Explorer)



STR_4:  (expectations)
1. Launch Nightly using Mozregression GUI
2. Wait until Nightly shows you notification
  "Nightly automatically sends some data to Mozilla so that we can improve your experience."
3. Focus "Choose what I share" button inside the notification
4. Press Shift+F10
5.(experiments) Hover mouse over Australis menu toolbarbutton
6. Press Up key

AR:  Step 4 - nothing.  Step 5 - no hover effect.  Step 6 - window's context menu appears
ER:  Either X or Y or Z.  X is better
 X) Step 5 - hover effect should work.
    Step 6 - no context menu should appear. Up key should be applied to the focused element.
 Y) Step 4 - some normal context menu should open
 Z) Step 4 - menu bar should open, as if I pressed F10 (like in Windows Explorer)
 T) If you want to proceed Tylerdowner-style, i.e. pretend that everything's as expected, then:
    even if application context menu is somehow expected, it should appear after Step 4.
