Ctrl+Tear Off should duplicate the tab in to a new window instead of tearing off the tab

Details
We support the ability to hold down Ctrl (on Windows) while dragging a tab horizontally in the tabstrip to duplicate the current tab. However if the tab is dragged out of the tabstrip while Ctrl is being held, we don't duplicate the tab in to a new window, but instead tear off the tab in to a new window.
This doesn't look like it would break any functionality and would add more value to the current tab duplicating feature.

I just came across this kind of thing while wanting to do it on Mac. Do we still support Ctrl + drag horizontally, or is this Windows only? I'd really like to be able to duplicate a tab into a new window using something like Ctrl/Cmd + drag. This doesn't seem too hard to do, if this is still wanted, any pointers?
