132875 - anchors/links created on same page do not function properly

When a new page, containing anchors and links, is constructed and published
using Composer, the links to the prospective anchors do not function properly. 
The page seems to flash to the correct anchor when the corresponding link is
clicked, but defaults immediately back to the original anchor.

Reproducible: Always
Steps to Reproduce:
1.Install/Launch NS 6.2.1+
2.Launch new Composer page.
3.Insert text, anchors, and corresponding links to the anchors.
4.Publish page to valid address.
5.Click on links within page to navigate to appropriate anchors.

Actual Results:  When the links are clicked the page "flashes" to the
appropriate anchor, but instantly returns to the initial anchor.  

Expected Results:  The browser should navigate to the corresponding anchor when
it's respective link is clicked.

This doesn't seem to be a Composer problem, as the html appears to be written
correctly and the page operates properly in IE.  If the links are right-clicked
and "open in new window" or "open in new tab" is selected the proper anchor
location will display in the new window or tab.  Also,  using the back button on
the browser after several of the links are clicked will navigate to the proper
anchor. In addition, multiple, fast clicks on links will occasionally cause the
page to go to the correct anchor.
