It is possible to resize the Timeline column in the Network panel even if there shouldn't be a splitter allowing to do so.
STR:
1) Open the Toolbox and select the Net panel
2) Make sure there are some requests
3) Try to resize the Timeline column from the right size. You need to be careful not to resize the entire browser window.

This is caused by <splitter> element that is used for the Network panel side bar. It should be fully collapsed if the Sidebar is hidden.

This might be fixed when bug 1309183 is fixed.
