Details

Developing changes to the autoland service is tricky because the service does not have an automated test suite or automated development environment setup. We should add both.

note sure what this bug is about exactly. autoland has both a test suite - https://hg.mozilla.org/hgcustom/version-control-tools/file/tip/autoland/tests and an automated dev env setup (vct's).
I filed this as a placeholder for my autoland unit test suite work. I've updated the summary to clarify that.
