I tested 51 Beta 13 with Windows 10. Chrome was my default browser and bookmarks, history and passwords were automatically migrated but I didn't get the notification bar about this on about:newtab or about:home.
I used the distribution.ini file from https://bug1326252.bmoattachments.org/attachment.cgi?id=8824329
I'm attaching about:config search as per Gijs.

Oh, d'oh. So that answers that question, we should toggle browser.migrate.automigrate.ui.enabled to true as well.
I'll attach an updated .ini file to the tracker in a sec.

If you remove the line with browser.migrate.automigrate.ui.enabled from the distribution.ini file (or overwrite the file with the one I just stuck on bug 1326252) and restart the browser, do you get the notification bar as expected?

I do get the infobar now.
