Disclaimer: It's my first time entering a bug, and I'm not a programmer but here
goes'...

* TITLE/SUMMARY
Prefs dialog doesn't display until Apprunner window receives mouse-down

* STEPS TO REPRODUCE
0) Launch AppRunner
1) Edit | Preferences

* RESULT
- Nothing happens.

Click it as much as you like-> no-go. But if you do the following...

* STEP TO WORK-AROUND
0) Launch AppRunner
1) Click anywhere in the window, including toolbars or in the layout window
2) Edit | Preferences

* RESULT
- Preferences dialog appears

* WHAT I EXPECTED
To see the prefs dlg when I clicked Edit | Preferences, without the need to click
in the browser window first.

* REGRESSION
- Occurs on
   - Apprunner (BuildID: 1999090709, MacOS M10 binary)
   - Apprunner (BuildID: 1999090313, MacOS M11 binary)
- Does not occur on
   - Communicator 4.61

Changed component from 'Pref UI' to 'Other' as further tests showed identical
results with the 'Tasks | Editor', 'View | Reload', 'File | Quit or close' and
every other menu command.
